"We The People" have generally taken the 'Fire And Forget' approach to politics and politicians; elect a person to do the job and allow the person to do it. When the elected person is not up to the job, the people will eventually own up to their mistake and fix it by replacing the failed elected person. Many people believe in the system, still.

spending a few weekends reading Robert Ludlum's "Apocalypse Watch" for some idea of how global conspiracies are countered in Ludlum's fictional world.

Ludlum was a master of right wing conspiracies that seek power. I've only read 2 of his books cover to cover, they are long and involved, and never saw or read his Jason Bourne series. But I do recommend "The Holcroft Covenant" in both book and movie form too.
