The strong message could be sent by the Intelligence Committees and those people who all signed that

last statement about Trump, many who still work for the government. Despite Trump's actions, the missing in action GOP Congress is not going to let Trump fire everyone who opposes his actions, which is probably the majority of federal employees whom it wouldn't be easy to replace if everyone stood up to Trump and walked out in protest. Contrasted to what people like to think of federal employees, the vast majority of them are highly educated and highly qualified for the jobs they perform in Washington, as well as around the country and the world. Not just everyone can qualify for a security clearance either, which BTW the background checks for those security clearances are performed by the FBI and the Intelligence Communities.

Also, I imagine by now there are a lot of pissed off federal employees when it was reported that political appointees like Omarossa made more in salary ($180,000) than John Brennan did as Director of the CIA. It had already been reported when Trump first arrived in D.C. that almost everyone on his staff like Omarossa, and Hope Hicks (who's back), his former Director of Communications who used to work as a model for Ivanka, Sarah Huckabee who never had a real job except those working for her father, and just about everyone working for the president in the White House is maxing out on salary at $180,000 except for those who are part of the White House Staffers who don't fluctuate from one presidency to the next.
