Article also says:
Pecker and Howard have officially joined Cohen, Rick Gates (Manafort’s former business partner) and other long-time Trump allies who have “flipped” and are now looking after their own interests rather than going out of their way to protect the president and his associates. And there is speculation that Manafort, given all his legal woes, could “flip” as well.
So they name Cohen as a flipper, but didn't put him on the list. I dunno. But I doubt the list is "final."
