Even lousy cabinet members probably have some very skilled and competent staffers carried over from previous administrations. FEMA's director is brand new in the position but an emergency management professional, and the agencies it coordinates should still have some people who know what they're doing.

The Republican house and senate are desperate to minimize loss of power on November 6, so I'm guessing they'll hop right to funding emergency relief, right up to November 7, anyway.
