Because he fears the American people will reach the obvious conclusion that he botched a big job, he tells sisters and brothers and daughters and sons of those whose loved ones died that their deepest personal losses are figments of their imagination.

Like you to in a hurricane,( to lift people off of the roofs ) but instead, delivering food and medical supplies to all that needed them. Also taking people to hospitals for those that needed that to be done.
