Plea *deal* implies something in return to the prosecution. If hes just going to plead guilty and avoid throwing Twitler under a bus and hope for a pardon, thats another story and certainly wont advance Muellers case against others

He will probably have to give up a lot of money to go back to the banks he swindled.

that is, confess to everything he's charged with. And if he's pardoned he still could be required to testify to a grand jury as a percipient witness.
