Ryan is a good pick only graded on a curve that would include the likes of Sarah Palin and Dan Quayle.
Unlike either of those two, Ryan does seem to possess average or above IQ, and the ability to speak English.

As mentioned in the article linked here: <http://www.realclearpolitics.com/articles/2012/08/11/evaluating_the_paul_ryan_pick.html> --Romney might be convinced he's already got this won, and has brought on Ryan to claim a Medicare killing mandate when (if) he makes it to the White House.
Is Mitt panicked, or manic? Will the real Mitt Romney please stand?

Whether Romney thinks he is going to win or not is immaterial: the money people behind the GOP probably told him to pick Ryan to up Ryan's profile so he can run for national office again--maybe when Obama is termed out.
