I'm truly intrigued by this. I did some searching but can't find anything on it. I've never seen this in any hurricane related rescue pics. Having worked in the blind community for the last few years I know that the cane is about information- external it says "Hey! blind person here!" internal it provides information to the user.

What gives? Ideas?

They are blind to what is in the water in front of them. I have done it many times wading in creeks and bays to keep from stepping in a hole. Never used PVC. Often a paddle.

Canes don't tell you anything about tree limbs or AED defribultor metal boxes hanging a wall- trust me, took both in the face during my training

The pipes are lightweight, flexible and readily available. Practically every hardware store has them.

I had your thought, but unless their cloths keep them dry AND electrically insulated below and above the water line, an intense electrical surge would kill them, regardless of the PVC in their hands.

The big advantage of PVC piping is two-fold: it's cheap (so you can throw it away) and it's light weight.

Different frequencies based on the hardness of the material. (Sand, asphalt and metal will each have a distinctive sound on contact, for example) This provides an additional stream of info about what's under the water.

But the oysters tongers in Apalachicola Bay drag a thin bamboo pole over the bottom. They can tell the difference between live oysters and empty shells.

The force of the flood waters in the stormwater system will sometimes knock a manhole cover out of place. If you fall into one of those you are dead. As for Conducting electricity they are already wading in the water so any live current could potentially shock them.
