The discussion of Hurricane Florence related looting piqued my interest. It reminds me of the absurdist position that Christine O'Donnell took when she said she would even lie to the Gestapo about the whereabouts of Jews hiding from them. In that vein there is a huge difference between hungry, thirsty, and desperate people during emergencies stealing water and canned hams and opportunists stealing dvd players. The former is morally justified, imho, the latter isn't.

What questions can help foster understanding and solutions? Which questions are focused on determining only the worthy and unworthy activity? How long will we put up with these distractions?

There's legal (and justifiable) "stealing" via say a progressive tax system. We take more from certain groups because they have more. Again, completely morally and ethically justifiable, but depending on one's definition, it is stealing.
There's illegal (but justifiable) stealing when needed for extreme situations.
There's illegal (and not justifiable) stealing when there is no extreme situation.
Lying is way too varied to sum up so simply.
So yes, stealing food in a hurricane, justifiable...stealing DVDs at any time, probably not. But as someone else pointed out, depends on your definition of stealing.

As for stealing, I wouldn't call it that when people are starving. Somehow I doubt the situation with Hurricane Florence got to that point after just a few days.... Not like Puerto Rico where people were literally drinking out of ditches.
