I'm sure you know your Harington, Professor Tribe. Same reasoning applies here. Once Trump gets away with it - again - then it can't possibly be a violation of his oath of office. If it was a violation, Congress would surely do, or at the very least say, something about it. Since Congress is doing nothing about this selective declassification in furtherance of the President's personal interest, there must not be a violation of the oath of office.
