Does water itself have a standpoint? Does it feel everything should be wet all the time? Does it actively plan to wet those areas that are dry?

wetness and water, what wetness really means, different ways of measuring or comparing wetnesses, and how wetness can vary under different circumstances or conditions... I'd be interested to hear about that from a good science communicator.
