when we had 4.1% GDP for the second quarter, economists had noted that it was partly due to China and others buying US goods before the tariffs went into effect. The "beat the tariff" rush.
Now, we have Phase 1 of the new tariffs going into effect right before the end of Q3 - so, we'll get more rushes to buy things this month, which will artificially bump the economic growth again.
And, Phase 2 of the new tariffs go into effect before the end of the year, or Q4. So, another artificial bump to GDP caused by the next rush to beat the tariffs.
(I was thinking about this when I was thinking if I needed to replace my tires before the tariffs went into effect...)
