IIRC it strengthened later, but the NO disaster was man-made -- a rank engineering failure.

Katrina wiped out the Gulf Coast. I flew over the Coast shortly after the storm. You had to see it to believe the huge scope of devastation to the coast.

Miles of the coast looked like this pic. The 27+foot storm surge wiped out homes near the coast for miles. I was shocked.
