It is unclear what will come of the review by the 10th Circuit. The judiciary’s rules on misconduct do not apply to Supreme Court justices. The 10th Circuit will likely decide to dismiss the complaints as moot now that Kavanaugh has joined the high court.

“There is nothing that a judicial council could do at this point,” said Arthur D. Hellman, a law professor at the University of Pittsburgh and expert on the operation of federal courts.

The 10th Circuit will likely close the case “because it is no longer within their jurisdiction,” now that Kavanaugh has been elevated to the Supreme Court, he added.

How it is that code of conduct rules apply to all judges except nine. What was the reasoning behind those exemptions.

Congress exempts itself from many of the laws it creates... Presidents are not bound by the same rules they put in place for the executive branch... and SCOTUS justices rule over the lower courts but are not bound by their own rules.

Federal judges don't do investigations. They will hear and review any information or evidence presented to them, but they don't act as police would.

against APPELLATE Judge Kavanaugh in the DC circuit where he had served, for misconduct during his confirmation hearing. These were referred to the Denver circuit to handle since the DC circuit judges had worked with him. Reportedly it's probable that, now that he's on SCOTUS and no longer an appellate judge, all these filings will turn out to be moot and will be closed.
