I'm not sure how I feel about that cartoon, but it could be as you suggest.

...though the ambiguity is why I gave it a separate caption rather than just grouping it with the "mob" one above it.

The civility police always start pearl-clutching when Democrats speak strongly (and realistically) about Republicans. What is the result? Reasonable people digging in their heels and calling a spade a spade are painted as equivalent to Nazis and His Tangerine Foulness.

I admit, I'm not sure that was the artist's intent, but that's the angle I saw it from. Maybe it's an artifact of my perspective: I've passed over very many "incivility" cartoons precisely because of their lazy false equivalence. It's possible I was just so tired of it that I mentally put a different spin on this one, but I did add my spin to the post.
