Not everything is a plot. While I'm not sure what the word "defer" is supposed to mean in this context, the fact that all of these suspicious packages are being found, and none of them are detonating, suggests that the person(s) responsible aren't all that interested in making things blow up as much as they are interested in creating alarm.

Sending packages of "bomb stuff" to recipients who, of course, don't receive or open their own mail, is not an act that is designed to harm anyone by blowing up anything, but certainly is intended to get other people riled up.

I was just watching a snippet of MSNBC live stream and Joyce Vance was describing the procedures of LE in such a case... she said they have components so that indicates they were not detonating. That makes me think your perception is very telling in how this was carried out.

I suspect that there will be some serious events transpiring between now and mid December, I just have a hunch about that.
