This was a deliberate action of insult to the French people. It was another attempt to create a larger rift between the US and its traditional allies. It's no coincidence that Trump will be meeting (has met?) Putin while there. There is no way that it could be seen as anything but a direct affront to France and every other country who fought with the Allies.

He's all about perceptions. He must have had a vision of the shinny helicopter descending from the sky while all eyes watched its approach and landing. Something other world leaders wouldn't have. He would step out into the sunshine to the applause of adoring fans. But drizzle and no sunshine don't make good TV.
