RNC Voter Identification Division

Seems the repubs have some quasi-clandestine organization with that name.

My interest was piqued after a caller to Nicole Sandler (subbing on Randi's show) who said he was a postal worker and saw a return address that was titled with the RNC logo and underneath Voter Identification Division. Googleing doesn't bring up much except this:

Reports of voter caging emerged in Northern California when letters marked ‘do not forward’ were sent to Democrats with fake voter ID numbers. The description of the letters matches the letters that were sent out in Florida… Many details on the letters were false; for example, the letters referred to a Voter Identification Division but RNC personnel said they had no such department. The RNC did not return calls from a news organization regarding the letters.

It would be interesting to know what this "division" is and what mission it was charged with doing. Where oh where are the real investigative journalists.

The DNC has maintained an injunction/consent decree in effect against the RNC since 1982 that prohibits the RNC from engaging in ballot security operations other than normal poll watching. This consent decree/injunction covers voter caging http://www.brennancenter.org/content/resource/dnc_v_rnc_consent_decree/

In 1982, after caging in predominantly African-American and Latino neighborhoods, the Republican National Committee and New Jersey Republican State Committee entered into a consent decree with their Democratic party counterparts. Under that decree and its 1987 successor, the Republican party organizations agreed to allow a federal court to review proposed “ballot security” programs, including any proposed voter caging.

The consent decree has been invoked several times, by the parties to the decree and by others. Most recently, in late 2008, the Democratic National Committee and Obama for America sought to enforce the consent decree, claiming that the Republican National Committee had not submitted alleged ballot security operations for review. After the election, the Republican National Committee asked the federal court to vacate or substantially modify the decree. The court denied the RNC's motion to vacate the consent decree and ordered the decree remain in effect until December 2017. The RNC then appealed to the Third Circuit, which unanimously rejected the appeal and affirmed the District Court's decision. The RNC subsequently petitioned for rehearing en banc.

This sounds like voter caging.
