WASHINGTON - California Democrat TJ Cox declared victory Wednesday evening in California's 21st Congressional District, a victory that, if it holds, would allow Democrats to gain 40 seats in the House.

House editor of the nonpartisan Cook Political Report Dave Wasserman announced a projection Wednesday: "T.J. Cox (D) has defeated Rep. David Valadao (R) in #CA21, an upset that brings Dems to a *40 seat* gain overall. Final House breakdown: 235D, 200R."
He was followed by the Los Angeles Times and Decision Desk HQ, a website which calls elections, which tweeted: "It is over for Congressman David Valadao in #CA21. His best county's provisionals reported today, and broke for the Democrat, TJ Cox. Outstanding votes are going to be more of the same. That makes a forty seat gain for the Democratic Party in the House of Representatives."

(129,326 posts)as they are claiming that they are waiting for AP to update the totals. It took them forever to flip Brindisi in NY-22 (although I get that final vote tallies were still happening, but they were quick to flip others before the counts were done).

(but it's assumed they will mostly go for Cox)

reporting as of November 28, 2018, 7:38 p.m"
It says "partially" because there are still around 700 mail in votes that haven't been processed in a couple of the counties that are in the 21st District (plus several thousand unprocessed provisional ballots).
That being said, given how the votes have broken out so far, it seems virtually impossible for Valadao to overcome Cox's lead given the number of uncounted votes.
