The First Step Act (prison reform - federal only). Pros/cons, what do we think?

I think it's reasonable to say that if this truly is a first step in a broader reform campaign, then great. But many advocates are scared that the president and congressional Republicans will just stop if/when this is passed and signed. It impacts only federal prisons, so it really isn't prison reform.

It has the backing of business groups (builders, manufacturers, chambers of commerce, etc.)

Any other strong thoughts out there?
