The man was a 3 star general, for god's sake! Of all the people in the world, he knew perfectly well that what he was doing was wrong. But his hatred of Obama and his not inconsiderable greed and lust for money was what drove him to make such egregious decisions.

I think Mueller may have another list of things with which he can charge Flynn. As I understand it, this latest memo only covers a fraction of his crimes.
