The President can pardon whoever they want for any federal crime. However, the pardon could be seen as an impeachable offense, if the House wants to see it that way.

He cannot use the pardon in cases involving impeachment. Other than that, his power is only limited by the ability to pardon only for federal crimes.
Once again, the Constitution is the answer to all such questions.
