I have a question for DUers regarding Trump's wall

He is saying that if the Democrats won't give him money for his wall, then he will have the military build it.

Can he really do that??? Use the military as his personal construction company?

Trump Org will have to spring for the cost since no one but Trimp or his dumbass loyalists want one.

And it will cost them 5 trillion cash upfront. And then we'll just put up an invisible wall.

POTUS, by himself, cannot constitutionally start moving money around like that.

That being said, I'm sure he will try to do that. No one stops him.

The Corps of Engineers' mission includes constructing public works projects. Most of what they do is related to controlling water, but they are allowed to construct anything they're told to.

Trump does have a problem, and it's significant: He still needs money for materials. The Corps of Engineers doesn't know how to make concrete out of air, and they don't have this yooge warehouse full of enough stuff to build 900 miles of 30-foot-high wall. If the Democrats won't give him money for building materials, the Corps can't build it.
