Joe Manchin gets key Senate Energy job after Bernie Sanders turns it down

this article doesn't mention this, but the reason Sanders turned it down is probably because he plans to run for President.

what i want to know is if Democrats win back the Senate in 2020 can Sanders then decide to chair the committee or does it still go to Manchin ? or maybe Manchin can get something else in exchange for giving that up .
