I can't explain the details myself. But Rep. Pocan said that if the rule is removed then the Republican majority in the Senate an the President will have more power and the Dems in the House will have less. He said that the law needs to be repealed and in the meantime the rule needs to remain.

I wish I could explain the details but I don't understand the mechanics of it. So I'm just sharing what I heard from him yesterday morning.
