Trump talked 'safety net' for unpaid federal workers

I watched a part of Trump's 'press conference' today.

Reporter April Ryan asked if Trump had considered a 'safety net' for federal workers who were not being paid
and were unable to buy medicine, food, pay rent, etc.

Trump said the 'saferty net' for the unpaid federal workers is a strong border.

Trump told another reporter that landlords are letting people 'off the hook' if they can't pay the rent.
As a landlord himself (Trump said) he understands people can't always pay their rent and he 'works with them'
in tough times.
