Nonfeasance is a term that describes a failure to act that results in harm to another party.

Malfeasance is any act that is illegal or wrongful. Misfeasance is an act that is legal but improperly performed.

but this sounds to me like a valid way to deal with Repub monkey-wrenching the federal government's regulatory agencies...in effect, it's illegal to not do your job if employed by the federal govt.
