The Articles of Impeachment of Andrew Johnson included thwarting the will of Congress.

If Trump declares an emergency where there is none and uses funds dedicated to the military to build his Wall that would be an example.

He would not be acting as a president but as a potentate.

I would expect the Courts to quickly thwart any attempt to use US funds for any purpose other than that for which appropriated.

Hide and watch. I'm betting there will be serious crimes uncovered.
