Is it or is it not the policy of the United States of American to not deal with hostage takers?

Trump has taken 800,000 plus Americans hostage. Until he releases them, NO negotiations.

Not dealing with them is an interesting position to hold. In some instances it's the way to go. In almost all situations where a hostage or hostages are taken some form of negotiations take place, even if not in honest.
