donnie doesn't care that there's no emergency. if "declaring an emergency" is the button he has to push to get the wall he wants, then that's what he'll do.

mcturtle didn't care that the senate had never refused to even consider a supreme court nomination from a sitting president with a year left in his term. he was able to get away with it and it got him the result he wanted so that's what he did.
