Can the turtle be replaced?

Probably not in practice but, how did he get to make the decisions? Elected by the party? Tossing the dice?

His wife, after all, is a hostage in this administration.

Even if, in theory, 20 Rs would vote to open the government, if he does not bring it to a vote, nothing happens.

PRACTICALLY, the Senate rules (agreed to by the Senators) leave decisions to the Majority Leader. The Republicans have more votes than the Democrats and thus control the selection.

I remember when Harry Reid stepped down, Schumer assumed the leadership but how? Seniority? Acclamation? Never though about it, I admit.
