I think Mueller needs to explicitly take into account the political environment this is happening in. We need some of the big indictments NOW. It would take the shutdown circus right off the news.

There should be no basis for any accusations that the investigation has been politicized. Furthermore, indictments are issued by grand juries when they are ready to issue them, after all the evidence has been presented and evaluated. They operate on their own schedule, as they should.

and make sure that the indictments are watertight.

Mueller's job is not to be political, or to appease anxiety. It's to do the job of an investigator, and not even appear to make this political.

"Shaking things up" at the expense of getting to Trump isn't something that we want at all.

There will be one last round of indictments. While "politics" aren't going to enter into this, anyone with a brain knows the possibilities if indictments come down for people close to Trump and the investigation isn't "over" yet. So I suspect the remaining indictments come down at the same time Trump is named as un-indicted co-conspirator.
