Most people that stay here undocumented would go home during the short off seasons if they had some assurance that they could return for work. Americans are not going to pick vegetables and fruit and there aren't reliable, cost effective machines to do that. Also, Americans won't do a lot of hard physical labor jobs, even for higher pay.

What needs to be done is a assessment of where temporary immigrant labor can help the economy through things getting done that will go undone if Americans had to do them. Once that is done, our government should work with Central and South American countries to background check potential workers. People that pass that check should be given work visas that are renewable on every return to the USA as long as the person has not been involved in crime in the USA and home. Biometrics and other identification techniques should be used when a person first gets a work visa.
