It is incorrect to capitalize the first letter of common nouns. Even though random capitalization is a frequent feature of Trump's tweets and thus becoming more common, this mistake should be avoided.

He's now asking for a down payment on the wall to open the gov. The Speaker of course said no and sent him packing to find another way to get out of the mess he created.

He can't declare an emergency as the immediate thought would be well why have you waiten 34 days to declare an emergency? That would be dereliction of duty.
