I was in the kitchen fixing lunch when I heard this from the TV in the living room, so I'm not sure who said it, but I think it was Dana Bash.

Trump had 2 years with a friendly Congress in which he could have secured funding for the wall if he wanted to.
I get what CNN is saying. Trump further weakened his already abysmally weak case for declaring a national emergency by further delaying action on it. The reality is that the only time he ever really had any kind of marginal case was at the very beginning of his presidency when he could have used the election as a mandate to build the wall.
He ran on the wall, and through cheating he was put into office. The GOP ran on the wall again in 2018 and got the crap kicked out of them. No one, except Trump's delusional supporters even think that there is any kind of crisis in immigration. When you have Amon Bundy coming out against Trump's policies and rhetoric as "extreme" then you have lost.
The more he delays, the more he makes himself out to be a fool and a liar (which was already abundantly clear to anyone paying attention).
The wall was always just a campaign slogan, like almost everything else Trump does. It is self promotional and intended to keep the racism and xenophobia of his shrinking base inflamed.
