I hope this doesn't mean the State Of The Union speech is back on track

The speech should be canceled or at least postponed until the agreement is reached in 3 weeks!

...but, personally, think the event (which has become little more than Oscar Night for politicians) should be cancelled permanently. Let presidents submit a written report, as they did for about half of our history.
