538's Aggregate of Polls has Trump 16.6 Points Under Water

As of 7:00 PM on Jan.27, the average of all polls, including Rasmussen and other pro-Trump polling outfits is an approval of 39.4% and a disapproval rating of 56.0%.

I don't know what the next 3 weeks will bring, but if the conference committee agrees on a compromise bill to keep the government open and Trump vetoes it, and both branches override that veto, what's the next step? Trump declares an emergency and tries to fund his wall from other appropriated sources. If that happens, these numbers may fall to the low thirties in approval and disapproval may reach 60%.
