What is the cause to impeach and remove a Governor from office other than committing a crime?

Can You Impeach a Governor for tricking the voters into voting for them?
Can Ralph Northam be arrested like Blagojevich?
The Democratic Party needs to stop nominating people like Northam, who brag about their service in the military and as a medical doctor, who brag about how they are progressives who are not racists but in reality are racists milquetoast moderates.

He was alleged to have mismanaged things that caused or exacerbated the energy prices and a tripling of electric bills. none of which was illegal.

Every state has its own rules and some may have more rigid requirements.
