IIRC there were attempts by Obama admin to get something done about defense, but the reply was 'crickets'!!

There was the Cult of the Dead Cow, a phreaking (telephone hacking) and 'net hacking group. A bunch of techs hung out at a former slaughterhouse in Lubbock, hence the name. Iirc it started in the mid-80's.
