Trump thinks that when he says shit like "I've ordered that relief funds for California be revoked"....he knows it's a fucking lie and he knows that he would never do such a thing, but he knows that if he says that he did, his base will eat it up and accept it as fact, this reinforcing their beliefs about Trump.
