Kim has no incentive to give up his nuclear weapons.

If there were no sovereign and you didn't trust your armed neighbors would you give up your arms just because they promised to leave you alone?

You don't need a PhD from Harvard in International Relations to figure that out.

Maybe a better approach is to convince them to become a responsible member of the world community but that doesn't seem possible.
