Congress to do what he wanted. Just look up the Iran-Contra Affair for those details.

And "Surprise!" It was another Republican who ignored the will of Congress and the separation of powers to get what he wanted.

about the Repugs - they "see daylight - the truth" when they announce their retirement. (of course, they still vote the party line until they're out the door!).
