This is the federal court for the eastern district of Virginia.

Every state, and DC, has one or more federal courts.

Here is my post and two replies from yesterday regarding pardons and tRump, Stone, Manafort, etc. I think Stone and Manafort have been charged for Fed crimes either in DC or in states (like NY and VA). So far the only state crimes seem to be by tRump and his family. The NY Gov, Cuomo, won't pardon them.

"I am still trying to get all of the poss. pardons straight. Fed crimes (from either Mueller or SDNY) are pardonable. Crimes committed in the state of NY and prosecuted by the NY state AG are NOT pardonable. That may be the only way we get rid of him...through the state and not the city, right?

"Federal charges=pardonable. State charges (coming from anywhere in the state=not pardonable except by the governor. The real crimes will be state offenses. The city crimes wouldn't amount to much, most likely."

If he refuses to testify to Congress, he can be tried for Contempt of Congress. A pardon means Manafort can't invoke the 5th Amendment. And besides, Trump can't pardon for state charges.
