VA, DC, NY, IL, RI can all charge him and only the governors can pardon him. Poor Paulie got his hopes up high only to find out he isn't getting off scot free after all. Judge Ellis pissed people off and a lot of prosecutors at the state level may choose to prosecute Manafort more now. Maybe Ellis did him a disservice in the long run if it turns out it provoked new charges to be filed by the states and additional federal charges.
