Actually, the time delay was a factor during the Apollo missions. When they first carried the rover to the moon, its television camera was in a fixed position when the LEM launched, and the vehicle flew out of the frame almost immediately. Later, the ground controllers realized that with the remote control tilt and pan they could follow more of the launch. All they had to do was to add two seconds for the countdown to get from the LEM to Earth and another two for the command signal to reach the moon. Once the time delay was taken into account, they got spectacular shots, like this one of Apollo 17, the last time man walked on the moon. (start at 2:40)
