Questions for those that understand law! (and feel they KNOW Muellers reputation)

Ok let say Muellers report is done and he turns it in, KNOWING what is in it and WHAT should be done with it. Let's say BARR decides against showing it, even though it condemns everything tRUMP AND the RETHUGS! have done. He knows RUMP needs to be indicted along with others!! My questions here. WHAT will he do? Will he go by the book and consider his job DONE? Will he answer a subpoena from the Dem. House? What is your best thought on this?

Nancy Pelosi and Adam Schiff, along with others, will make certain of it.

but a grand jury could do some things too, like indict.

Congress likely will have a lot to say about this, as they could seek info in several ways from Mueller (and others who participated in the process,) like hold hearings, and 'force' evidence via subpoena.

including decisions that are at odds DOJ policy, cases involving RICO or fraud, etc.

While the policies are addressed to the discretion of a US Attorney, Mueller would without doubt follow them.

And policies are bent routinely that have political ramifications. See comey outburst before the election. Clearly contrary to policy.

that Spanky apparently didn't know when he hired Barr. It's hard to say whether that will make a difference in how Barr handles the report, but I would expect him to at least respect and take seriously whatever Mueller comes up with.

which it obviously will, the DoJ will have to argue in its favor, though probably by the Solicitor General and not Barr himself.

Rolling Stone discussed this here:

It specifically relies on informant from Neal Katyal who helped write the guidelines. Article has a link to Katyal's Twitter thread on the issue, but I don't know how to post the Twitter thread here.
