What it means: SHITLER too incompetent for collusion but stupid enough for obstruction!

Collusion entails *strategic thinking* - plotting towards a goal. Obstruction is a brutish, kneejerk reaction, like a mob HIT or firing somebody to get rid of the problem.

One of SHITLER's own flying monkeys (GHOULiani?) said long ago that it was giving the SHITLER crew too much credit because they were a Keystone Kops type outfit.

Otoh, re: collusion, there is still room for SHITLER to have been USED as a dupe by others for THEIR collusion (in addition to HIS obstruction).
