And claim it was done illegally, and say nobody gets to see it until THAT investigation finishes to confirm it's not 'fruit of the poisoned tree' ....
Or, at minimum at this time, he's planning to try.
His handpicked Special Prosecutor will then wrap up in Oct 2020, with a report that's bad for Democrats.

Approved by the Senate 54-45 with 3 Dems (Manchin WV, Jones AL, and Sinema AZ) voting with Republicans, Rand Paul KY voting No with the Democrats, and 1 Republican (Burr NC) not voting, so even without those 3 turncoats and 1 abstention the Republicans still had a simple majority plus VP Pence if needed as a tie-breaker.
