Only a guess but that is the only thing which makes sense. Mueller is basically inviting Congress to ask him about it.

If Mueller could conclude no obstruction, he would have said so. And I believe Mueller thought he could not violate DOJ guidelines to indict the president, so he left it to Congress.
Then Barr intercepted the pass.

Sadly, they will redact it so badly we will never know I'm afraid.
We need hearings.
Call in Rosenstein, Barr, and Mueller.
