If so, it looks like it provides much less coverage than a typical one.

It doesn't even look like you can slide an armor plate into the front, plus the straps and buckles are cheap and shitty looking.

IOW, the magats and foxers will eat it up.

I’m a train nut who used to go over to about the spot where this avatar of journalistic courage was photographed (Following In Bill O’Reilly’s footsteps ) and took pictures. I didn’t need a bulletproof vest.

Probably elastic, sewn down every inch to create loops to thread headphones through or stash pens. No telling what those zippered pockets are for. A cellphone, or ipod, maybe?
